- Never-married parents use the combined Juvenile & Probate Court (Hon. Thomas S. Moulton, Jr., Room 1293) for parentage, custody, parenting time, and support.
- A parent-education Seminar for Separating Parents may be ordered within 45 days of filing or service in a divorce, legal separation, or dissolution with minor children (Local Rule 4.47).
- A filer who can't pay may submit a poverty affidavit (Exhibit D); the Clerk can set a payment plan of up to three monthly installments instead of the deposit.

Why Gallia County is different
Divorce and unmarried-parent cases go to different courts
Married spouses file divorce, dissolution, legal separation, and annulment in the General Division through the Clerk of Courts. Never-married parents file parentage, custody, parenting time, and support in the combined Juvenile & Probate Court before Hon. Thomas S. Moulton, Jr. in Room 1293. Can't afford the deposit? Ask for installments
If you can't pay the filing deposit, file the poverty affidavit (Exhibit D). Instead of the deposit, the Clerk sets a payment plan of up to three monthly installments — though you still owe total court costs when the final entry is filed. (Gallia County DR Local Rule 4.01)
Parenting seminar within 45 days
Under Local Rule 4.47, parents in a divorce, legal separation, or dissolution with minor children may be required to attend a court-designated Seminar for Separating Parents within 45 days of filing or service.
